I've been offered an 18 month contract in the U.S. Should I apply for a one year TN visa and get a renewal to cover the final 6 months, or apply for a 3 year TN even though I won't need it for that long?

Request a 1 year TN Visa. In all likelihood if you request a 3 Year TN, the Immigration Officer will ask why and then issue a 6 month or 1 year validity period.

they will give you the 18 months. The TN is given to then number written in your employment letter (if it's < than 3 years of course).
